Part 1: Connecting San Leandro's Downtown Core with new TOD Development to Create a Vibrant Downtown
San Leandro has waited a long time for new jobs and housing to fill in around BART and the Downtown Core. Emerging developments like Marea Alta and the San Leandro Tech Campus are the start of a walkable employment and residential magnet around BART, yet the downtown core is still not quite tied in and its shopping center heart remains auto-oriented.
With the changes in who "we" are and how we live, work and play, how will the City's General Plan 2035 help "connect the dots" for both a robust economy and a livable community?
Join us as we explore strategies to link Downtown's BART-oriented west side with its historic core with the goal of growing a greater downtown to attract new unique restaurants, desired shopping and additional working and living places for both San Leandro and the region.

Robert Ogilvie - SPUR: Event Moderator
Robert Ogilvie is SPUR's Oakland director. Over the past 20 years he has worked extensively in community development and planning to help improve low- and middle-income neighborhoods. Prior to joining SPUR, he was vice president for strategic engagement at ChangeLab Solutions. He has served as a faculty member in the Department of City and Regional Planning at the University of California, Berkeley; as a consultant to city and county governments, nonprofit organizations and neighborhood activists; and as director of volunteers at the Partnership for the Homeless in New York City.
Cynthia Battenberg - City of San Leandro, Community Development Director
Community Development Director Cynthia Battenberg is a graduate of UC Berkeley with a MBA from UCLA’s Anderson Graduate School of Management. She spent ten years in the environmental field, implementing solid waste and recycling programs, prior to coming to the City of San Leandro in 2002. In the past 15 years with the City, Cynthia has served in numerous roles—as the Assistant to the City Manager, Deputy Finance Director, and Business Development Manager prior to assuming her current position. Cynthia has been a strong proponent of, and involved with, the revitalization of Downtown San Leandro for more than ten years. Projects include: the pedestrian and lighting enhancements; the West Estudillo pedestrian connection between BART and Downtown; the Downtown San Leandro History Walk; starting the popular Downtown Farmers’ Market; construction of the new Downtown Parking Garage; branding and marketing Downtown San Leandro to attract retailers; The Village retail project, and the formation of the City’s first Community Benefit District (SLIA). A business person at heart, Cynthia strives to operate an efficient, full-service Community Development Department with a focus on assisting those who wish to invest in the City with obtaining their permits expeditiously, while balancing the community’s needs and desires by pushing businesses and developers to make their project better. Cynthia remains excited about the abundant opportunities and amazing partnerships and projects that continue to transform Downtown San Leandro.
Greg Tung - Freedman Tung + Sasaki, Co-founding Principal
Gregory Tung has been a Principal with Freedman Tung + Sasaki since its founding in 1986, and is based in FTS’ San Francisco office. His professional focus is on community-based revitalization strategies and preparation of district and master plans for downtowns, arterial corridors, infill neighborhoods, and workplace and transit-oriented districts; the detailed design of streets, boulevards, plazas, and their accenting with gateways, landmark elements, and furnishings; and design guidelines and the design review of public and private development projects.
Garrick Brown- Cushman & Wakefield, Vice President, Research
Garrick joined Cushman & Wakefield in October 2010. He serves as Vice President, Research in the Western US. He speaks frequently at industry events and has been a keynote speaker at symposiums, conferences and marketing forecasting events for groups like the Appraisal Institute, Urban Land Institute, CREW, ICSC, and PRSM. He is also a member of Lambda Alpha International, an invitation-only land use society for those who are involved in the ownership, management, regulation and conservation of land, but also those who are involved in its development, redevelopment and preservation.
Ken Lowney- Lowney Architecture, CEO and Design Director
Ken Lowney founded Lowney Architecture in 2003 and is the CEO and Design Director of the firm. Mr. Lowney focuses his practice on the entitlement phase of projects, primarily site utilization studies, building design, community public hearings and city presentations. Mr. Lowney has worked with owners, large and small corporations, city governments, communities and private developers. Mr. Lowney has won numerous design awards from business and trade organizations, including an AIA East Bay design award.
Gaye Quinn - Westlake Urban, Managing Director
Gaye is responsible for the execution of Westlake’s Development activities including governmental entitlements, strategic planning, site evaluation and project feasibility analyses. She is also directly responsible for the redevelopment of Westlake’s Kirkham Heights residential project in San Francisco. Prior to joining Westlake, Gaye served in senior management positions in Bay Area real estate development firms and she has managed the design, development and governmental entitlements for several million square feet of commercial real estate, including retail, industrial, office and residential projects. In addition to over 14 years of experience in the private sector, Gaye brings the unique perspective of having served as a Planning Director in three Bay Area cities: San Mateo, San Leandro and Emeryville.
